Texas: Drink arsenic or die of heat stroke

Despite the fact that America reaffirmed its adherence to the United Nations Convention Against Torture in 2015, Texas correctional facilities force inmates to choose between drinking water with arsenic in it or dying of heat stroke. WFAA journalists investigated the story and reports, "A federal judge is ordering Texas prison officials to stop forcing inmates to drink water laced with dangerous levels of arsenic. The cancer-causing chemical has been found in the water at one Texas prison for the past 10 years. Yet, according to the judge, state prison officials have done little or nothing to make the water safe." Read more at the link below and see the news broadcast.

Eugenicists over correctional facilities in the United States use a myriad of ways to kill inmates. Some are inmates are baked, boiled, starved, beaten and/or Tasered to death, suffocated, killed by proxy (guard use other inmates) and forced duels while guards take bets as to which inmate will win. Texas prefers executions and arsenic poisoning. Eugenicists in Washington wink at the crimes against humanity. Justice Department officials could be accepting payoffs in prison profits or other good and valuable consideration to let police departments and correctional institutions brutalize and kill inmates, as was alleged in Wallacy County, Texas in 2008 regarding former Vice President Dick Chaney and former Attorney General Antonio Gonzales. The charges led to indictments against these and other parties in the legal system, but the criminal cases never went to trial. They were dismissed by a judge whom the district attorney had asked to recuse himself.

It should not be surprising that Texas gives inmates a choice between drinking arsenic water or dying of dehydration or heat stroke. The state set an execution date of August 24, 2016, for a mentally disabled man who the state acknowledged killed NOBODY - Jeff Wood, who was convicted under the "law of parties." While America bombs other countries and executes presidents, reportedly because they killed their own citizens, it would behoove U.S. officials to stop killing so many Americans under the color of law, although it is apparently entertaining and financially lucrative for them. In blaring conflicts of interest, most U.S. officials over crime and punishment are also prison investors who benefit every time an American is sentenced to jail or prison - the longer the better. Condemned people and citizens with serious mental illness are most lucrative, because they are generally isolated in solitary confinement. 

Americans can combat human trafficking (also known as mass incarceration) three ways: 1) Pass congressional bill H.R.3543 "Justice Is Not for Sale Act," which would end government contracts with privatized jails and prisons within three years; 2) pass congressional bill H.R.2646 "Helping Families in Mental Health Crisis Act," which includes provisions for treatment before avoidable tragedies, such as murders, by untreated mental patients; and 3) insist that all judges, district attorneys and defense lawyers, forensic laboratory technicians and administrators, and lawmakers must Divest or Resign http://DivestorResign.blogspot.com . When given a choice between doing justice or making money, officers of the court and other government officials usually choose the money.

The H.R.3543 - "Justice Is Not For Sale Act" was introduced in September 2015 by Senator Bernie Sanders and other representatives. "CommonDreams" reports at the link below that the bill would
~Bar federal, state, and local governments from contracting with private companies starting two years after the bill is passed;
~Reinstate the federal parole system to allow "individualized, risk-based determinations regarding each prisoner and restore fairness in the system;"
~Increase oversight to prevent companies from overcharging inmates and their families for services like banking and telephone calls;
~End the requirement that Immigration and Customs Enforcement maintain a level of 34,000 detention beds; and
~End immigrant family detention.

H.R.3543 should be amended to add two more provisions: 1) Make the Fair Sentencing Act retroactive; and 2) mandate that no defendant can be denied trial for years while under arrest even if they are influenced to waive their right to a speedy trial, particularly children and mentally ill defendants. There should be a mandated time limit set for prosecutors to present their evidence in court or release the defendants. In Mississippi, two mentally ill, black men were held without trials for 7 and 8 years, respectively. Meanwhile, taxpayers were forced to pay prison fees for the containment of these defendants who were innocent until proved guilty in a court of law.

All Americans should join the Human Rights for Prisoners March. According to Justice Scalia, deceased, the notion of incarcerating masses of Americans in concentration camps without cause and minus any opportunity for defense is foreseeable.

It would be illegal to keep a dog in a tight space 23 hours a day and gas or Taser him for barking. It would be illegal to put a dog in deadly restraint for control. That happens to mentally ill people routinely in the nation's correctional facilities. What happened to Larry Neal? Why are we still asking that question after nearly 13 years, since August 1, 2003? Cover-ups regarding the wrongful deaths of mentally challenged inmates and free people in the USA are common and vile.

No Confidence in the Justice Department

NSA, CIA, CoIntelPro, or whoever is censoring me today, please tell your bosses that IF they wanted people to believe the Justice Department will address Michael Brown's death fairly, they should have addressed the Wrongful Death of Larry Neal fairly instead of joining a RICO Act racketeering conspiracy, including censorship and persecution of his survivors to hide the secret arrest and murder of a mentally, physically disabled black man. 

We have NO CONFIDENCE in the Justice Department's intentions to act fairly to unarmed black youths or mentally ill people of all races who are gunned down like Brown was or interned for PRISON PROFITS, denied treatment, beaten, Tasered, pepper sprayed, and tossed in solitary confinement, if they are lucky. Many of them die at the hands of prison and jail guards who you employ and pay our tax dollars and keep employed without criminal charges even after their murders. The second half of the tape at the above link is about Memphis Crisis Intervention Team (CIT) training - a national model that is sometimes ignored by Memphis Police Department to the detriment of persons with mental illness in that area. That is why a 19-year-old mentally ill youth was shot to death by police in 2012 in Memphis. See below an excerpt from "Memphis Body Count."


Memphis police officers shot and killed another black man. The most recent of six victims in 2012 was Christian Freeman, 19, a paranoid schizophrenic. He was killed on June 12, 2012, about 1:40 a.m. behind FedExForum near Fourth and Beale. Police claim Freeman charged at two officers with a knife and they shot him to death. That was Freeman's second encounter with police. He spent a month in a mental health ward after allegedly yelling and making obscene gestures at police officers in April 2012 at Fourth and Beale. Freeman's uncle in Texas, Todd Jones, said police should have tried to incapacitate and restrain Freeman rather than shooting him. Memphis Crisis Intervention Team (CIT) is used as a model for intervention services regarding arrests of mentally ill people in crisis, but Memphis police do not use it.

Johnny Strozier, Keeping It Real


Johnny Strozier was imprisoned for 46 years (1968 to 2013), with 15 years in solitary confinement. He began a life of crime at 6 years of age, when he and friends broke into an Atlanta warehouse and stole cigarettes for family members and candy. Strozier continued to break the rules until he converted to Christianity in the 1980's. He talked about what it felt like to be a free adult for the very first time on NNIA1:

After his conversion, Strozier no longer attacked prison guards, escaped from prison, and participated in prison gang activity. He was a changed man. Strozier received his high school diploma behind bars and became a certified cook. He completed numerous other courses and attended church services regularly. Strozier's first year out of prison since he was a child has been exciting and challenging. He works, learned how to use a cell phone, still attends church regularly, and plans to learn how to operate a computer. He encourages our young people to avoid incarceration. Strozier's formula for wholesome living is simple:

1) Start thinking right; 2) start acting right; and 3) you will have the right results.

Strozier's story proves that everyone can change, and we should help prisoners to change their lives for the better. Rehabilitation should be the main goal of prisons. There are no throwaway people. I wondered what the point was until I noticed that when I had to again post "Human Rights for Prisoners March," stalkers gave us a link with a "1" at the end. That way, the broadcast carrying Mr. Strozier's story will not match other "Human Rights for Prisoners March" shows recorded at Blogtalkradio. The other shows all have the exact same link, except the date changes automatically each week. Ask yourself why stalkers might conspire to prevent easy access to Mr. Strozier's uplifting story.

Could the stalkers be PRISON INVESTORS who want us to believe that there is no chance of rehabilitating prisoners and restoring them to wholesome lives? Like Mr. Strozier, I am also taking classes and praying. I am presently enrolled in the American Institute of Human Rights for the Human Rights Defender course. After 16 weeks of computer classes, Human Rights Defender candidates will train with International Human Rights Lawyers for six months. Stalkers destroyed my computer Sunday, necessitating that I purchase another one out of meager funds to continue my courses and online advocacy.

One day I plan to use my training as a Human Rights Defender to present a complaint against the many freedom of press violations I endure in the United States, which activists experience continuously. I am "America's Most Censored - Mary Neal" Google that title to access my article listing reasons why the statement is true. For now, I simply publish the assaults on my right to freedom of expression, report them to the Internet companies where they occur and to government officials who allow and/or order the violations, and save proof that my freedom of press rights are seriously violated. (The United Nations asks what measures have been taken in member states to correct crimes against humanity before it accepts complaints. That is why I report the violations and NOT because I expect positive Change from lawless people.)

Ida B. Wells' freedom of press rights were not respected in the 1800s. She published an anti-lynching report in her Memphis newspaper after several of her friends were arrested and lynched for attempting to protect themselves against certain Caucasian men, who happened to be off-duty sheriff's deputies. After publishing her report, Wells left Memphis and never dared return, lest she also become a lynch mob victim. Wells made the right decision. A mob assembled at her newspaper office the following day when her report was distributed, and they completely destroyed it. 

Activists, especially African Americans, still have difficulty reporting the truth in the United States. One of my online ministers, Rev. Edward Pinkney, is currently under a gag order that restricts his freedom of press rights. He is the very first American to have been issued a gag order to prevent him from using the Internet. His "crime"? Not kiddie porn, cyberstalking, bank fraud through online services, or any other criminal activity having to do with the Internet, although thousands of people have been convicted of such crimes without losing their right to use the Internet. Rev. Pinkney is accused, but not convicted, of election fraud for sponsoring a successful petition (with handwritten signatures) to recall the mayor of Benton Harbor, Michigan.

Despite the continuous censorship and sabotage of my work product, we continue our Human Rights for Prisoners March across the Internet, demanding respect for all people. It was encouraging to hear from Mr. Strozier, who was released as a changed man in 2013 after having lived as a prisoner since 1968 - the year Dr. Martin Luther King, Jr. was assassinated. We consider such testimony from a released prisoner plus the censorship that attacks his story as proof that our radio broadcasts have influence against mass incarceration, wrongful convictions, solitary confinement, capital punishment, and the fight for prisoners' rights as well as every American's human rights. APA Reveals Victimization of Black Boys by Police



This article was first published in "Dog Justice for Mentally Ill" blog. It has one embedded video and six photographs.

The American Psychological Association (APA) conducted a study indicating that black boys are perceived as being older and less innocent than their white peers by Caucasian police officers and college women. The APA study was discussed during two Blogtalkradio shows: "Human Rights for Prisoners March" on March 17 and "Assistance to the Incarcerated Mentally Ill (AIMI)" broadcast on March 19. Links to both shows are below in this article. Discussions will continue Sunday, March 23 on "Human Rights Demand" channel at Blogtalkradio. 

The APA study exposed the fact that Caucasian police officers who dehumanize blacks are more likely to use force on black boys like those featured in five photographs in this article. See a Texas officer break a black school boy's arm on the video embedded below. Juries comprised of whites (like white college students in the APA study) seem predisposed to attribute guilt to black boys. The white research participants generally believed black boys, even 10-year-olds, to be 4.5 years older than they actually were and therefore more responsible. The research also indicates that black boys accused of crimes were likely to be presumed guilty by the white study participants. This explains why prosecutors seldom charge, and Caucasians on grand juries seldom indict, police officers who brutalize or kill black boys.

“Children in most societies are considered to be in a distinct group with characteristics such as innocence and the need for protection. Our research found that black boys can be seen as responsible for their actions at an age when white boys still benefit from the assumption that children are essentially innocent,” said author Phillip Atiba Goff, PhD, of the University of California, Los Angeles. 

Discipline for Black Boys with Mental Disabilities Compared with White Peers

According to another report released in March, “African-American students and students with disabilities are suspended at hugely disproportionate rates compared to white students.” This report was provided by the Discipline Disparities Research-to-Practice Collaborative. Its results were published in the Washington Post (link below). An excerpt:

"'In the 1972-73 school year, suspension rates were 6 percent for whites and 12 percent for African Americans at the secondary school level. [Racism is getting worse.] The most recent federal figures, for 2009-10, show rates of 7 percent for whites and 24 percent for African Americans in those grades,' said researcher Daniel J. Losen, director of the Center for Civil Rights Remedies, at University of California, Los Angeles.

"For some student groups, the rates are markedly higher. For example, among middle and high school students, 36 percent of black males with disabilities were suspended at least once in 2009-10,' Losen said." 

Mentally challenged black boys are extremely likely to experience out-of-school suspensions - not wholly because of their behavior but also because of systemic prejudice against them and the dehumanization of black boys, especially those with mental disparities. "Out-of-school suspensions are linked to academic disengagement, lower achievement and greater risks of school dropout and contact with the juvenile justice system," researchers said.

Disparity of Treatment for Black Mentally Ill Men in the Prison System

Mentally ill inmates generally receive harsher prison sentences regardless of their race, possibly because they are less able to participate in their own defense. Once incarcerated, people with serious mental illness are unlikely to have their sentences shortened by doing prison labor or being "model prisoners." In fact, prison sentences of mentally challenged inmates are often lengthened due to their lack of understanding or ability to follow CO's instructions and prison rules. One might assume from the two research studies referenced herein that mentally challenged black men are also more harshly punished in correctional institutions, like they were in school. 

Intolerance of black boys and men, especially if they have mental illness, is reflected in our prison rates. According to the United States Department of Justice, blacks comprised 12 percent to 13 percent of the nation's population but over 40 percent of the prisoners. Solitary confinement is one of the punitive methods used in corrections, and more than 80 percent of the inmates enduring solitary confinement torture in the United States are black people.

A brain-damaged youth in Illinois was subjected to deadly face-down take-down over his shirt tail being out of his pants. Mentally challenged people are under attack. The special needs student was stalked by the school police who insulted him, then attacked and beat him. The face-down choke hold the police officer used on the student has caused deaths. "If it seems to you that the police are becoming more violent, you may be right. In 2011, Los Angeles County police shot to death 54 people, some 70 percent more than in 2010. Between 2008 and 2013, the number of people shot by Massachusetts police increased every year. In 2012, police in New York City shot and killed 16 people, nine more the previous year and the most in 12 years. In 2012, Philadelphia police shot 52 people the highest number in 10 years." The victims of police violence are overwhelmingly black boys and men, including mentally challenged people who were killed when officers responded to families' calls for assistance. AIMI members support Rep. Tim Murphy's congressional bill, "H.R.3717 - Helping Families in Mental Health Crisis Act," which was introduced in December 2013 and now has over 40 co-sponsors. One provision of H.R.3717 is training for police officers and correctional officers regarding the apprehension and containment of people with mental illness without causing injuries and deaths. Please read about the bill in articles within this blog, and hear H.R.3717 discussed during "Assistance to the Incarcerated Mentally Ill" radio broadcasts on Blogtalkradio (February 12 and 19, 2014). Few members from the Congressional Black Caucus have co-sponsored H.R.3717 thus far, although research proves that black people are overly represented among families experiencing mental health crisis and most likely to suffer serious injuries and fatalities because of it.
Racism, police brutality, wrongful deaths, prisoner torture, child abuse by police officers, prison profiteering, and hate crimes against the mentally disabled, particularly non-whites, are widespread problems that will not be addressed with corrective measures unless they are first exposed to the general public as well as to our elected and appointed officials. Unfortunately, advocacy for human rights in America is censored.

Internet companies are overwhelmingly owned and operated by Caucasians, and data exposing prejudice against blacks is censored. Mary Neal was not allowed to place links to this article and to the study by the American Psychological Association at the Facebook "Assistance to the Incarcerated Mentally Ill" group. CoIntelPro/NSA assumed control of our AIMI group at Care2 years ago, which is why the "Dog Justice for Mentally Ill" blog was started at Blogger. As AIMI's membership enrollment grew, our members at Care2 began experiencing frequent DoS attacks, surreptitious removal of site content, and denial of the opportunity to use many of the features that Care2 makes available for animal rights advocates. AIMI members feel that America's mentally ill people of all races deserve at least Dog Justice. Through online media, human rights advocates expose crimes against humanity. Oppressing black school boys and criminalizing mental illness are tragic circumstances that deserve exposure. The recent studies published by the American Psychological Association and by the Discipline Disparities Research-to-Practice Collaborative identified extreme prejudice against black boys and men, especially the mentally disabled, which account for police violence against that population and the denial of due process by whites in positions of authority over the justice system after such offenses occur. But it is difficult to share the studies and challenge officials and the general populace to change because of racial prejudice in Internet media companies and the NSA, which not only monitors but also censors Internet content by and about African Americans.

Sometimes people harbor racist viewpoints without being aware of them. For example, a recent study by Kelly M. Hoffman and Adam Waytz shows that people, including medical personnel, assume black people feel less pain than white people. The researchers asked participants to rate how much pain they would feel in 18 common scenarios. The participants rated experiences such as stubbing a toe or getting shampoo in their eyes on a four-point scale (where 1 is “not painful” and 4 is “extremely painful”). Then they rated how another person (a randomly assigned photo of an experimental “target”) would feel in the same situations. Sometimes the target was white, sometimes black. In each experiment, the researchers found that white participants, black participants, and nurses and nursing students assumed that blacks felt less pain than whites. Most of us agreed to stay in our cells
Got real cold in there at night

They turned off the heat ya know

Police Killings of White vs. Black Mental Patients


Ethan Saylor, a mentally handicapped man, was killed inside a movie theater in January while wearing police handcuffs. The official cause of death was asphyxiation, and an autopsy revealed that the man suffered from a fractured throat cartilage caused by force of some kind, like a direct blow or manual strangulation. The cause of death was homicide.

Ethan loved the movie and clapped at its end. He wanted to see it again and refused to leave. Police were called. Ethan's caretaker explained that they lacked the money to purchase more tickets and asked police to please wait it out. Touching Ethan would make him "freak out."

“Next thing I know, there are I think three or four cops holding Ethan, trying to put him in handcuffs,” the aide told authorities, according to Sheriff’s Department documents. “I heard Ethan screaming, saying ‘ouch,’ ‘don’t touch me,’ ‘get off’ and crying. Next thing I hear is nothing.”

“Mommy! It hurt!” were Ethan Saylor's last words.

The police officers who killed him are still on the job.  Huff Post reports:
(Aug. 27, 2013) An internal investigation into the incident, conducted by the Sheriff's Office, saw Lt. Scott Jewell, Sgt. Rich Rochford and Deputy First Class James Harris cleared of wrongdoing. An earlier criminal investigation, which was also conducted by the Sheriff's Office, resulted in no charges against the officers.

How Killing White Mental Patients Differs from Killing Black Ones

Ethan Saylor, who police murdered over a movie ticket, Kelly Thomas, who police murdered for vagrancy, and Tim Sauders, who jailers murdered on a restraint table where he was abandoned for four days, were all Caucasians. They and other Caucasians were killed like black people with brain dysfunctions are, but their families' treatment after the murders significantly differs from the experience of some black survivors. The media reported the circumstances of these men's wrongful deaths, and accountability was demanded. Ethan's death is being examined by the U.S. Justice Department. 

All the Caucasian families named above were or likely will be awarded damages for the police murders. None of the families were censored, gangstalked, and financially persecuted for communicating about the deaths of their disabled relatives. No police went to the homes of Ethan, Kelly, and Tim and warned their families not to report crimes done to silence them. Survivors were not threatened by police with Tasering and arrests for complaining about the murders. Their homes were not burglarized to remove evidence related to the murders and denial of due process of law. None of these men's elderly relatives were sexually assaulted on their hospital beds as punishment for seeking justice in court. Nobody sprayed a chemtrail "x" over their rooftops. No one outlined their yards in paint and ordered helicopters to stand still over their rooftops for 30 minutes as harassment. They are not victimized by malicious prosecution. These families' phone calls and Internet usage are not blocked to prevent the world from knowing about their suppression - because they are Caucasians.

Caucasian families' cries for justice when police kill their disabled relatives are not ignored by every human and civil rights organization or suppressed by the media and law enforcement agencies, because the murders are not covered-up by the U.S. Justice Department. White survivors do not endure harsh tactics to elicit their silence. They are not faced with the possibility of having to take the murders and their own victimization before the United Nations as a last resort in the search for justice. All of these circumstances befell Larry Neal's family, because we are black.

Ethan Saylor, Kelly Thomas, and Tim Souders were Caucasians. They were murdered like Larry Neal was under the color of law. Larry was secretly arrested and held 18 days without his heart and psychiatric medications until he was murdered by that deprivation or by Taser or by restraint device or by brutality, but he was black. In America, that makes all the difference in how police murders are handled, even with blacks in positions of government responsibility. That is because most Negroes in decision making positions work for white supremacist globalists who consider it ridiculous to answer for any black person's wrongful death, particularly one who is mentally disabled. They have no respect whatsoever for anyone's humanity, but with blacks, they are not afraid to show it.

The petition for justice for Ethan Saylor, at the third link below, now has over 330k signatures. Obviously, it was not sabotaged like my petitions for justice for Larry Neal were. After signers and I noticed signatures being removed from Larry's petition, I asked people to record the number by their names and check back to see if the number stayed the same. If the number by signers' names goes lower, it means that signatures of persons who signed before that person were removed. After that, ALL the numbers on Larry's petition were removed at http://www.petitiononline.com/Neal/petition.html . Many people also reported that their signatures were prevented.

What Needs to Change

Families of mentally challenged people of every race and everyone who cares about their human rights must band together. Survivors of white police violence victims are treated better than survivors of black victims, but at the end of the day, they all have dead love ones. Families with members who suffer from schizophrenia, Downs syndrome, dementia, bipolar disorder, PTSD, Autism, and other brain issues must realize that whether black, white or other, their loved ones are at greater risk for incarceration, brutality, and police murder. None of our mentally challenged relatives and neighbors are safe as long as news about their deaths is stifled and police officers and jail guards are protected after wrongful deaths. It is time for everyone to unite and give Assistance to the Incarcerated Mentally Ill.

In the United States of America, a country that reportedly goes to war for the sake of "human rights," there is a blaring need to give at least DOG JUSTICE to the mentally ill. Read more in the seven(7) links below:
