Habitual Killings of Georgia's Mentally Ill People

Mentally challenged people are regularly killed in Georgia with or without a death warrant. Brandon Rhode died a horrendous, torturous death by execution -- killed by lethal injection drugs imported from behind a British bicycle shop. The young man was born with fetal alcohol syndrome. He lived a short, troubled life before being charged with murder and sentenced to death. Brandon was so afraid that he tried to commit suicide by cutting his own throat days before his execution. But Brandon failed and died a slow, brutal death on Georgia's execution table. Numerous other mentally challenged Georgians have been similarly put down like rabid dogs since Brandon, who is pictured below. See the wound on his neck from his failed suicide.

Killings of mentally ill people happen outside of prisons and jails, also. The nation was saddened this spring by the death of a U.S. Air Force veteran who went jogging naked. Because Anthony Hill, 27, was naked, it should have been obvious to DeKalb County Police Officer Robert Olsen that Hill had no weapon. It should have been possible for police officers to capture Hill without lethal force, but Olsen shot Hill and then used the universally accepted words: "I feared for my life." That explanation is especially effective killings of unarmed mental patients, it seems. It is as though eugenicists have ordered police to kill mentally ill Americans, including our veterans whose minds were affected in service to their country. The death of a 21-year-old computer science student in police custody has been ruled a homicide from blunt force trauma and has resulted in the termination of nine deputies who strapped him to a restraining chair on New Year’s Day 2015 and allegedly beat him to death. Although the county attorney’s office initially claimed that the deputies were fired last month (April 2015) for general policy violations, the coroner confirmed that the deputies lost their jobs on the same day that he signed the student’s death certificate. The student’s family only became aware of the death certificate’s existence after a photograph of the document was leaked on social media. Ajibade lived in an Atlanta suburb. His girlfriend reportedly told police that Ajibade had been diagnosed as having bipolar disorder three years ago, and that was probably why he was murdered.
I found it especially unacceptable for Georgia to execute Warren Hill. Hill allegedly killed his cellmate by bashing his head with a board of wood with nails driven through it. How did Hill get such a weapon in a controlled environment? Why did the mentally ill killer even have a cellmate? (Hill was incarcerated after doing another murder.) Hill was not the first mentally ill man in Georgia to kill his cellmate. It also happened in DeKalb County Jail a few years ago. I fear that if this trend continues to be successful, inmates the prison guards dislike will be matched with homicidal mental patients like Hill, who are equipped with deadly weapons that nobody accounts for them having.

Like all metropolitan areas in America, mentally ill citizens in the Atlanta area are being killed behind bars and on our streets, with or without due process of law. Because I write reports about these deaths, my computers and phones are attacked. I suspect this is done by DeKalb County Police, since they flatly refused to trace the IP addresses I gave police on a complaint, thinking that they would locate and charge the hackers. Instead, a DeKalb County Detective Miller told me it is NOT illegal to takeover my computers and phones, preventing incoming and outgoing calls, steal my emails, and steal documents from my computer's hard drive. This interference worsens as I complain rather than decreasing. I know of no exception to Americans' First Amendment rights if those rights are used to advocate for alternatives to homelessness, imprisonment, and deaths of mentally ill people. 

I just wrote tweets to DeKalb County's acting CEO Lee May and told him how disturbing I find my computer and phone sabotage to be. I had written to the prior CEO, also, via emails. After receiving no response, I went to the DeKalb County Government building to apply for a meeting with Ellis in person. Burrell Ellis gave the impression of ignoring me, but I don't think he did. In fact, the day after I tried to see Ellis, two police officers arrived at my home with a mental health worker to threaten me not to ever tell police superiors about police ignoring my complaints. That was a rude, outright violation against my civil rights if not a criminal violation of the public trust. I think Ellis sent them. Officials like to pretend not to know about my illegal oppression, especially those who have a duty to correct such conditions once they know about them. Ellis faces incarceration himself at this time on charges for other corruption. God fights for righteousness. 

Georgia pretends to be proud of one of its most famous native sons - Rev. Martin Luther King, Jr., who spent his adult life urging America to "be true to what she said on paper" and honor the human and civil rights of all its citizens. He organized pickets and marches throughout the South and in Washington, D.C. to alert the world to how African Americans were being treated sub-human. When I went downtown Atlanta in 2010 and stood on the corner of Auburn Avenue, the street where Dr. King was born, where it intersects with Peachtree Street, I warned my people that The Cochran Firm frauds had been awarded a dismissal in "Neals v. The Cochran Firm" on the supposition that the Atlanta office, where I served suit, was not a Cochran Firm office. I told passers-by about my mentally ill brother's lynching, which The Cochran Firm's deliberately prevented from going to court, although the firm was under contract to work in the Neals' interests. 

I picketed there because The Cochran Firm was again in the position to defraud a black family in a wrongful death by police case, the murder of 92-year-old Kathryn Johnston, who Atlanta police killed in a home invasion in 2006. Black police officers arrived and threatened me, telling me I'd better get my ass home before they Taser and arrest me. When I complained to officials, the city's mayor, Kasim Reed, and mostly black administrators told me they thought the police did the right thing. In Nazi Germany, elders were killed right along with the 300,000 mentally ill people of all races, in order to make an "efficient nation." I have proof that the Kathryn Johnston case was also mishandled.

One of the main reasons for my surveillance and violations against my First Amendment rights probably happen is because I exposed The Cochran Firm fraud against African Americans. The Cochran Firm defrauded my family while under contract as our wrongful death attorneys for my handicapped brother, Larry Neal. We then sued for malpractice and fraud, but The Cochran Firm committed perjury which was accepted by two Atlanta, Georgia courts - Georgia Superior Court and United States District Court (USDC). The firm claimed not to have any law offices at all in Georgia. Now The Cochran Firm is in California courts conflicting its own statements made in the Georgia courts. It claims in California that all Cochran Firm offices are one firm. I believe The Cochran Firm may be a continuation of the CoIntelPro program, whose mandate was to "keep wealth out of black hands." Central California USDC pronounced on May 12, 2015, that The Cochran Firm is NOT a law firm. That should end the covert racism against its own clients by these officers of the court. I continue to advocate for mentally ill Americans, who are treated like the "least among us, His brethren." It is dangerous to threaten the prison industrial complex, which makes most of its $100billion per year by imprisoning America's mentally ill citizens. Therefore, I report anything that makes me uncomfortable but usually not in this blog, which might be read by persons who are particularly sensitive regarding this issue - mentally ill Americans and their families. I felt very uncomfortable when a U.S. Marshal came to my house and warned me about a murder suspect with an automatic weapon he claimed was living two doors away from me, and I made the report in my "FreeSpeakBlog". The marshal could not explain why he did not search the house he spoke about or why the Government felt I should receive a direct warning while none of my neighbors were warned. It seemed to be more government intimidation.

I continue to struggle for satisfactory closure regarding my personal justice quest regarding the secret arrest and wrongful death of my mentally, physically disabled brother, Larry Neal, who was murdered in Memphis Shelby County Jail in 2003 after 18 days of secret arrest. At AIMI, we continue to advocate for 1.25 million mentally ill Americans behind bars who should be in hospitals or community care under assisted outpatient treatment (AOT) programs. It is very difficult to do this work with inadequate equipment. I noted today that my cellphone cannot take pictures (a new phone), and my computer is being attacked more frequently. I object to these intrusions against my human and civil rights, and I am not afraid to object all the way to the United Nations. When people anywhere are being targeted for isolation and murdered en masse, as mentally ill people are in the United States, it should be addressed by the United Nations and all world citizens. To increase security, I immediately share whatever happens with the public via Internet. I will continue to do that at least until the Trans-Pacific Partnership Act (TPP) deletes Americans' freedom of press online. Then we will find other ways to communicate. Slaves did, civil rights advocates did in the 1960's, and so will we find alternative methods to give Assistance to the Incarcerated Mentally Ill. The Damion Hayes Story: Mentally Ill in SHU


1.  WHY IS DAMION HAYES IN SOLITARY CONFINEMENT serving a life sentence for an assault that caused no lasting injuries, his first offense? Prison investors prefer young, mentally ill inmates like Damion, because they are most expensive on taxpayers. The increased cost to maintain a prisoner in solitary confinement can range from $14,933 to $21,485 per inmate every year. The average cost of a prisoner in SHU is $78,000 per year. Over 60 percent of inmates in solitary confinement are mentally ill. Multiplying $80,000 per year times 50 years (Damion's remaining life expectancy at sentencing) means the mentally challenged young man is worth $4 million to prison investors, Fred Hayes. That is why your son was imprisoned rather than treated for his mental illness, and it is why I am censored and persecuted continually for advocating to decriminalize mental illness. 

2.  In many prison facilities, inmates who are not warehoused in solitary confinement nevertheless bring their worth up to $80,000 per year or more by providing prison labor. Inmates who refuse to work are remanded to solitary confinement so that the extra $14,993 to $21,485 can be extracted from taxpayers for unproductive slaves. Some of the corporations that use prison laborers instead of hiring more "free" people include: Starbucks, Nintendo, Victoria’s Secret, JC Penney, Sears, Wal-Mart, K-Mart, Eddie Bauer, Wendy’s, Proctor & Gamble, Johnson & Johnson, Fruit of the Loom, Motorola, Caterpiller, Sara Lee, Quaker Oats, Mary Kay, Microsoft, Boeing, and the USA. 

3.  Prison investors are blinded by greed and unable to see your son as a human being, just as slave owners were blinded by greed for over 400 years and would not acknowledge their slaves' humanity. Dehumanizing mentally ill people protects prison investors and their slave catchers from feeling remorse about the high numbers of mentally ill Americans who receive catastrophic injuries and are killed on our streets and behind bars. You and your family and friends look at the photo above and see Damion, an intelligent, handsome young man who has a health issue that can and should be treated, not punished. But prison investors see only the $4 million which they can earn by continuing to warehouse Damion in a 6 foot by 9 foot cell, just as they have for roughly 14 years. Damion and others are like animals that prison profiteers are boarding for a tremendous fee. In many cases, they are not treated with the respect that is given to animals. 

4.  The fact that Damion is black makes his inhumane and excessive incarceration all the more acceptable to prison investors, including those in government positions whose duty is to protect the rights of Americans, especially Americans with disabilities and people who are institutionalized. A study showed that black people who are suffering engender less sympathy than other races. The lack of sympathy was evident even among blacks who participated in the study. Therefore, having black people in decision making positions has not and will not positively affect black prisoners who endure brutality and torturous solitary confinement, especially since reversing mass incarceration would incur a personal cost to decision makers in terms of their own stock portfolios and career growth.

5.  (Ten numbered paragraphs are in this article, seven urls, one email address.) The recent study by Kelly M. Hoffman and Adam Waytz shows that people, including medical personnel, assume black people feel less pain than white people. The researchers asked participants to rate how much pain they would feel in 18 common scenarios. The participants rated experiences such as stubbing a toe or getting shampoo in their eyes on a four-point scale (where 1 is “not painful” and 4 is “extremely painful”). Then they rated how another person (a randomly assigned photo of an experimental “target”) would feel in the same situations. Sometimes the target was white, sometimes black. In each experiment the researchers found that white participants, black participants, nurses and nursing students assumed that blacks felt less pain than whites.

6.  We have before us the same task that our great grandparents did: abolition of slavery. Although whites also suffer in America's prison industrial complex, injustice remains largely a racial issue in the United States. This writer knows of no Caucasian family who had a member secretly arrested, kept nearly three weeks under secret incarceration, deprived of prescription heart and psychiatric medications, then returned to the family as a naked corpse without any explanation, excuse, inquest, investigation, prosecution, or wrongful death payout. It is doubtful that a major law firm could succeed in having courts declare it "nonexistent" to avoid liability after defrauding a Caucasian family like The (Johnny) Cochran Firm did to the Neal family.

7.  No Caucasian family would be in danger of financial persecution, censorship, and retribution for asking officials in federal and local government offices what happened to the deceased. That response is limited to Larry Neal's family and black families in the Old South when their loved ones were lynched. Crosses would blaze in the yards of black families to warn survivors not to seek justice. Deprivation of equal protection under the law in 21st century America continues unabated while the nation pretends it entered a post-racial era and undermines affirmative action, the Voting Rights Act, and other provisions that were instituted to improve conditions of blacks in this land that prospered mightily by slavery for 400 years and still benefits from enforced prison labor of a largely black prison population. 

8.  Fred Hayes sought psychiatric help for Damion when he was 17 years of age and his mental illness manifested itself, but Fred was rejected. Psychiatric treatment is often withheld from mentally ill Americans unless they prove (usually through preventable crimes) that they are a danger to self and others. A year later, Damion attacked a neighbor for no apparent reason, probably while hallucinating, and was sentenced to prison for 23 years to LIFE for his first offense. Mentally ill inmates are unlikely to be treated favorably by any parole board because their illness precludes their ability to follow prison rules and win favor from guards and the warden. Therefore, Damion is likely ineligible to exit prison minus a successful appeal or a pardon. 

9.  Damion's two appeals have been rejected, and his family continues to work with attorneys to release the young man who should be a hospital inpatient and not a prison inmate. We request your help on the Move.org petition to the White House and Florida's governor for Damion's pardon: "SAVE FLORIDA INMATE DAMION HAYES FROM SHU." APA Reveals Victimization of Black Boys by Police

The American Psychological Association (APA) conducted a study indicating that black boys are perceived as being older and less innocent than their white peers by Caucasian police officers and college women. The APA study was discussed during two Blogtalkradio shows: "Human Rights for Prisoners March" on March 17 and "Assistance to the Incarcerated Mentally Ill (AIMI)" broadcast on March 19. Links to both shows are below in this article. Discussions will continue Sunday, March 23 on "Human Rights Demand" channel at Blogtalkradio. 

The APA study exposed the fact that Caucasian police officers who dehumanize blacks are more likely to use force on black boys like those featured in five photographs in this article. See a Texas officer break a black school boy's arm on the video embedded below. Juries comprised of whites (like white college students in the APA study) seem predisposed to attribute guilt to black boys. The white research participants generally believed black boys, even 10-year-olds, to be 4.5 years older than they actually were and therefore more responsible. The research also indicates that black boys accused of crimes were likely to be presumed guilty by the white study participants. This explains why prosecutors seldom charge, and Caucasians on grand juries seldom indict, police officers who brutalize or kill black boys.

“Children in most societies are considered to be in a distinct group with characteristics such as innocence and the need for protection. Our research found that black boys can be seen as responsible for their actions at an age when white boys still benefit from the assumption that children are essentially innocent,” said author Phillip Atiba Goff, PhD, of the University of California, Los Angeles. 

Discipline for Black Boys with Mental Disabilities Compared with White Peers

According to another report released in March, “African-American students and students with disabilities are suspended at hugely disproportionate rates compared to white students.” This report was provided by the Discipline Disparities Research-to-Practice Collaborative. Its results were published in the Washington Post (link below). An excerpt:

"'In the 1972-73 school year, suspension rates were 6 percent for whites and 12 percent for African Americans at the secondary school level. [Racism is getting worse.] The most recent federal figures, for 2009-10, show rates of 7 percent for whites and 24 percent for African Americans in those grades,' said researcher Daniel J. Losen, director of the Center for Civil Rights Remedies, at University of California, Los Angeles.

"For some student groups, the rates are markedly higher. For example, among middle and high school students, 36 percent of black males with disabilities were suspended at least once in 2009-10,' Losen said." 

Mentally challenged black boys are extremely likely to experience out-of-school suspensions - not wholly because of their behavior but also because of systemic prejudice against them and the dehumanization of black boys, especially those with mental disparities. "Out-of-school suspensions are linked to academic disengagement, lower achievement and greater risks of school dropout and contact with the juvenile justice system," researchers said.

Disparity of Treatment for Black Mentally Ill Men in the Prison System

Mentally ill inmates generally receive harsher prison sentences regardless of their race, possibly because they are less able to participate in their own defense. Once incarcerated, people with serious mental illness are unlikely to have their sentences shortened by doing prison labor or being "model prisoners." In fact, prison sentences of mentally challenged inmates are often lengthened due to their lack of understanding or ability to follow CO's instructions and prison rules. One might assume from the two research studies referenced herein that mentally challenged black men are also more harshly punished in correctional institutions, like they were in school. 

Intolerance of black boys and men, especially if they have mental illness, is reflected in our prison rates. According to the United States Department of Justice, blacks comprised 12 percent to 13 percent of the nation's population but over 40 percent of the prisoners. Solitary confinement is one of the punitive methods used in corrections, and more than 80 percent of the inmates enduring solitary confinement torture in the United States are black people.

A brain-damaged youth in Illinois was subjected to deadly face-down take-down over his shirt tail being out of his pants. Mentally challenged people are under attack. The special needs student was stalked by the school police who insulted him, then attacked and beat him. The face-down choke hold the police officer used on the student has caused deaths. "If it seems to you that the police are becoming more violent, you may be right. In 2011, Los Angeles County police shot to death 54 people, some 70 percent more than in 2010. Between 2008 and 2013, the number of people shot by Massachusetts police increased every year. In 2012, police in New York City shot and killed 16 people, nine more the previous year and the most in 12 years. In 2012, Philadelphia police shot 52 people the highest number in 10 years." AIMI members support Rep. Tim Murphy's congressional bill, "H.R.3717 - Helping Families in Mental Health Crisis Act," which was introduced in December 2013 and now has over 40 co-sponsors. One provision of H.R.3717 is training for police officers and correctional officers regarding the apprehension and containment of people with mental illness without causing injuries and deaths. Please read about the bill in articles within this blog, and hear H.R.3717 discussed during "Assistance to the Incarcerated Mentally Ill" radio broadcasts on Blogtalkradio (February 12 and 19, 2014). Few members from the Congressional Black Caucus have co-sponsored H.R.3717 thus far, although research proves that black people are overly represented among families experiencing mental health crisis and most likely to suffer serious injuries and fatalities because of it.
Racism, police brutality, wrongful deaths, prisoner torture, child abuse by police officers, prison profiteering, and hate crimes against the mentally disabled, particularly non-whites, are widespread problems that will not be addressed with corrective measures unless they are first exposed to the general public as well as to our elected and appointed officials. Unfortunately, advocacy for human rights in America is censored.

Internet companies are overwhelmingly owned and operated by Caucasians, and data exposing prejudice against blacks is censored. Through online media, human rights advocates expose crimes against humanity. Oppressing black school boys and criminalizing mental illness are tragic circumstances that deserve exposure. The recent studies published by the American Psychological Association and by the Discipline Disparities Research-to-Practice Collaborative identified extreme prejudice against black boys and men, especially the mentally disabled, which account for police violence against that population and the denial of due process by whites in positions of authority over the justice system after such offenses occur. But it is difficult to share the studies and challenge officials and the general populace to change because of racial prejudice in Internet media companies and the NSA, which not only monitors but also censors Internet content by and about African Americans.

Sometimes people harbor racist viewpoints without being aware of them. For example, a recent study by Kelly M. Hoffman and Adam Waytz shows that people, including medical personnel, assume black people feel less pain than white people. The researchers asked participants to rate how much pain they would feel in 18 common scenarios. The participants rated experiences such as stubbing a toe or getting shampoo in their eyes on a four-point scale (where 1 is “not painful” and 4 is “extremely painful”). Then they rated how another person (a randomly assigned photo of an experimental “target”) would feel in the same situations. Sometimes the target was white, sometimes black. In each experiment, the researchers found that white participants, black participants, and nurses and nursing students assumed that blacks felt less pain than whites.
